Lucario has piss poor defences and has a type disadvantage against 2/3 of the starters, so it wouldn't make a good final boss pokemon. The lack of fire types also gives an incentive to pick Infernape, guaranteeing the type advantage in favor of the player. Garchomp on the other hand is dragon so resists fire, grass, and water, and deals SE damage to fighting and steel with ground moves.
