In the generation based around creation myth, the starters are based off of mythological legends. We have:

Napoleon is just a epithet.

He is based of Poseidon, the god of the seas, and the emporer penguin.

What does an emperor look like? it cant be a japanese style emporer, since the region's theme is rooted in greek and euroasian mythos.

Well, what's the main other emperor look in western history? Napoleon.
Got the word Pole, like north pole.

The ideas fit together. You get a western emperor penguin based which emphasises its status in its design.

I chose piplup because I was a water starter kid and still am.

But if I knew Infernape was based on Sun Wukong I wouldve fuckin got a chimchar in a heartbeat. I love Sun Wukong, and read journey to the west in chinese fairytales all the time. cant believe dumb kid me didnt learn this.

Empoleon did defeat Cynthia singlehandedly so im happy.

The way I see it, Empoleon is based on both Napoleon and Poseidon. Napoleon for emperor theme since it's an emperor penguin, and Poseidon for trident/steel type in its design.

Not that guy and Sinnoh is very clearly based on Hokkaido, but to ignore how it pulls from other irl regions is silly. There's a lot of European influence with all of the myths that the region is steeped in and especially in the design of Spear Pillar like he said, it's like how Unova is clearly Manhattan but pulls a lot from China with the legendary dragons and more.

Yeah the icebreaker thing with the metal tail and front piece is neat right? I can do even better, that metal front piece is (probably) a stylization of the similar looking bone many birds including penguins have there, literally called the keel bone.
