What I did here was reverse the stats of the Purrloin line to be refocused upon defense, as this was the case for several Johto mons, and readjust a few stats to match the BST of the Meowth line. It's not about making them "good" but what we would've realistically had.
Considering their chime/bell theme, and the idea black cats in Japan where considered signs of good luck, I could see the lore of them welcoming travelers to Johto's shrines, and being seen as protectors considering they are meant to ward off evil:
