If you watch the episode, Homer convinces the show creators that Poochy isn't bad inherently, just needs ironing out his character, but the producers hastily edit it to write Poochy out anyway, which confuses and upsets the audience. Additionally, Poochy becomes a cult character many seasons later because of his short time existing and gets exploited for nostalgia culture merchandise. This character trajectory doesn't match.
