As in, people speculate that he could be the champion somewhere else if he wanted to. This mentality is understandable, since given that Galar has no Elite Four, there was only one trainer confirmed stronger than him to begin with-- he just IS the #2 trainer in the League.
However, as food for thought, we also know that he has literally never beaten Melony. So if he went to another region, what's he going to do if there's a strong Ice-type specialist Gym Leader? Elite Four member? Champion? He's probably going to get wrecked, honestly.
