Kingdra would be much better if, just as a start, you took the 30 points it gained in Attack when it evolves from Seadra, and moved them to Special Attack.
Kingdra never runs physical sets, so that boost is just a complete waste. I'd have put some points into speed, but it honestly doesn't need it when it has Swift Swim. Venusaur is 5 points slower than Kingdra but is one of the fastest things in the metagame anyway with Chlorophyll.
