The real reason for Delta Species in the TCG was to mix up the types/weaknesses, and since Lightning and Fire were somewhat underrepresented in the TCG, many Delta Species were of those types.

That's why I never liked it. It was a surface level change at best - they have a corresponding color glow surrounding them. Granted, it would've been much more difficult changing the designs, as I'm assuming TPCi would've wanted to approve any designs, and they probably already had plenty of artwork to choose from (just slap the glow around it).

Often times the new type would be reflected in the background. Probably the most they could do with a TCG only gimmick at the time.

It was also to make Steel more prominent, since it was still a pretty rare type at the time. That's why every Pokemon in the first set is part steel. They did an earlier set that did the same for Dark types.

Every final evolution, at least, but yes, a good point. Unfortunately, this dropped off slightly in subsequent sets.
I really liked how the EX Dark Pokémon were actually part Darkness.

TPC is very hard on consistency after the first 2 gens, if they implemented those kind of changes they should also end up applie to the games and anime.

Afaik originally they were only part metal, meant to be a counterpart to the partially darkness dark pokemon but later they changed it so they could be completely different types.

Yeah I believe in the initial set, all fully evolved Delta Species were part Metal, so definitely a good pair with Dark Pokémon, but the next set with the gimmick allowed for fully evolved Pokémon to not be part Metal
