Because they're retarded. ESPECIALLY as Game Freak cut the 'dex due to the number of models that exist already, they actually think GF would turn around and double (if not more) the workload for a new set of games by introducing a fusion mechanic.
And that's ignoring the fact if they did, it would be Pikachu, Charizard, Eevee, Lucario, Incineroar and the new Gen pokémon only that would fuse. There's actually no scenario where their imaginings get implemented, because Game Freak push stuff they want to make money off, not what spergy adults want.
