Yeah, we can't know for sure who designed what. The other paki's art was drawn by Ohmura, but his designer was the Land of the Lustrous author. Sonia was also drawn by Ohmura, but he only credits himself for designing Marnie.

Normal cards use the base art, but the rare versions all have unique art. Some popular characters even get multiple reprints with new art. I think Skyla's at 3 or 4 already.

They’ve been doing “cards that use the basic official art” and “cards that use original art” since the beginning of the TCG. Compare Blastoise’s original card to the other Kanto starters for example.

It happens significantly less than back in the day, and even then, 99% of the trainer cards with basic official art have variants with fancy art. The shitty common basic arc ones basically exist more for the benefit of people that play competitively.
