ITT: we fix HM's.
I'll start:
> the moves still exist as TM's, just like in Ultra Stars.
> the overworld skills that HM's used to provide are now turned into "skill-pins."
> a pokemon can learn a specific skill-pin if it CAN learn its respective HM. the pokemon doesn't have to know the move, they only need have the potential to learn it.

Just keep it the same but hm moves does not take up your moveslots and you dont need the pokemon on your team to activate the moves (such as lgpe secret techniques or pokeride summoning a pokemon from elsewhere). There is no need for a big overhaul system at all.

Instead of having HM's, have certain Pokemon flagged as being able to use certain skills.
So anything that can swim can be used to Surf, anything with claws or swords can Cut things, anything that flies can use Fly, etc.
They don't need to waste a moveslot, but you still need to have the right Pokemon in your party.

Basically this. Make it a system like World of FF where you need a creature with a certain attribute to clear obstacles (like using a fire mon to melt ice), which actually encourages you to have diverse teams and catch different mons, something this series hasn't bothered doing in over a decade. For further gatekeeping you can just make the overworld abilities themselves be limited by badges or by level.

Most of these suggestions just sound like Ride Pagers but you have to catch the Pokemon yourself. Which is good. That's all they need to be. You can even keep it so one Pokemon surfs or one Pokemon flies if you really need to keep sparse on the models, as long as it's your own Pokemon.

Cut: Steel type move that's 60 BP and SE vs Grass types
Rock Smash: 60 BP Fighting move that is guaranteed to lower defense
Rock Climb: buff to 100 acc and it's fine
Fly/Surf/Waterfall/Defog/Arguably dive are all fine
