The major cities are rather stretched out over the map with Berlin, Hamburg and Bremen being in the north, Cologne in the far west, Munich in the South and Frankfurt somewhat in the middle. These are already the 5 biggest cities in Germany. Maybe you could add Stuttgard and Dresden to cover more of the map, but I still think the map would be somewaht stretched out.
The other problem are the actual landmarks. There is no way they wouldn't include the Alps, Schloss Neuschwanstein and at least one forrest area. In the north they'd most likely want to include some form of costal area with maybe some islands. For cultural events maybe Oktoberfest or Rhenish Carnival in Cologne. For the overall flavor, they'd definately try to dodge WW2 realted stuff and go for maybe something like a Brother's Grimm/medival theme in the rural areas and industrial motives for the cities. This would be somewhat similar to Galar however.
In general it comes down to how coherent the japanese touristic view on Germany is and whether they are willing to include stuff that isn't just surface level German (which means Bavarian 90% of the time).
