I don't think they banned dracovish because it kills toxapex (kills but doesnt counter, cant switch into pex safely), but because it kills fucking everything. Unless you had a water immunity ability you couldn't play the entire metagame. And no, being able to outspeed dracovish is not a way of countering it, it can be revenge killed but it can't be countered.

If it OHKO’s Toxapex then Toxapex’s build is shit, not to mention it being way worse because scarfed vish is way better than banded vish. In normal conditions (scarf, no rain, not a -def 0 IV toxapex just to troll /vp/ with a oic), vish CAN’T 2HKO pex

Those aren't Toxapex counters at all. If anything, Toxapex was one of the biggest threats to them, which they needed to run special sets just to not get fucked by (EQ on Darm, Zen Headbutt on Cinderace, Choice Band on Dracovish). And even then, it could burn them or knock off their items and cripple them.
If you want some real counters, try Tapu Lele, Latios, Mega Gallade, Mega Alakazam, Tapu Koko, Zapdos, Mega Manectric, Landorus-T, Garchomp, and Gliscor.
Oh, wait. Those aren't in the game. But that's okay because Gamefreak were the ones who removed them, not Smogon.
