Toxic only available for poison types.
New entry hazard that is airborne, thus unaffected by boots. Preferably electric type.

Don't think it's possible to wind back the clock when it comes to the boots. I personally would add at least 5 moves of different types and BPs that work like Knock Off to level the playing field.

Also yes to electric hazards. Nerfs water and flying that are due to a nerf for decades and also Gyarados in case they decide to keep retardmaxing around for more than a gen.

I think it would be great at 8pp max, same as a traditional high bp move. Stall vs Stall would resolve quicker, while offensive teams facing stall would not be affected as much because pp is the last of their worries.

Poison types already get 100% accuracy on Toxic as a bonus, and most Pokemon had Toxic removed from their movepool in Gen 8 (except for Pokemon that really need it like Shuckle etc.)
