There's no reason to go north and face the stronger Pokemon because you can't even try and catch them for shits and giggles.
Meanwhile, doing 1 or 2 raids to get to level 25 when everything else is 11-14 is perfectly fine. They had every opportunity to make it connect to places and could have totally made the first three gyms able to be completed in any order but they didn't.
The wild area is a fucking hallway.
