Recovery moves are only broken on certain mons.
Yes, Lando and Melmetal would be broken with reliable recovery, which is why it's a good thing they don't have it.
Recover is perfectly fine on something like Starmie, Alakazam, Milotic, Porygon, Reuniclus, or Avalugg.
It's when it's given to shit like Toxapex that it gets out of hand.
Same with the other recovery moves. Roost is fine on Scizor, Charizard, or Hydreigon, but broken on shit like Corviknight or Skarmory.
