It’s because game freak sort of forgets that they have to put the last game ice cave in the game and new ice Pokémon. So they shove them in the late game

That's all what? All the Ice Pokemon in the game? Fire and Ice Types are always sort of rare since they only go in one biome past Gen 1, and there's still a fairly good amount to work with.

Ice is one of my favorite types, but yeah, there's not a whole lot of options.

That being said, I just got done running a mono-ice playthrough in Shield the other day. The main Galar Wild Area may be boring, but being able to start the gym challenge with Pokemon of pretty much any type is nice.

As of Generation VIII, there are 49 Ice-type Pokémon or 5.5% of all Pokémon (counting those that are Ice-type in at least one of their forms, including Alolan Forms and Galarian Forms), making it the rarest type.

An Ice-version of Kabu's Gym where you can catch a certain number of Ice-type Pokemon. Maybe you need to catch an Ice-type Pokemon in the Gym to freeze over a lake to get to the leader.

fire types appear in forresty grass land, deserts and volcanoes but ice is always just the late game ice zone. Even in gen one this is true. would an early game ice type really hurt that much?

I believe the earliest you can get an ice type is Amaura in gen 6 before the second gym. which is a fair bit into the game considering the weirdly long trek to get to Grant's gym from viola's.

Ice also has an ember/water gun style early move in powder snow but ice types are usually found so late that you basically never use it which always struck me as odd

Game Freak isn't forgetting anything for Ice. Ice areas come late because Pokemon is a linear JRPG. You start with weak 'mons in accessible areas and build up to stronger Pokemon in less welcoming terrain until you're going after legendary Pokemon in space or someshit. Ice caves are generally the domains of professionals IRL, combining the dangers of regular caves with the harshness of extreme cold, so you'd need a good reason to railroad a novice into one (especially before they've been subjected to a regular cave).
That said, it's certainly possible to design an early-game ice area. Having the game start in a high-altitude or otherwise naturally cold setting (like a Russian or Alaskan region starting you off in some remote community) would make it easy to introduce Ice-type Pokemon before the player has settled in on a team for the long haul.

fairy is 5,8,5,2,2,13,13,9 whilst ice is 5,5,6,8,7,4,5,8. its not much more and fairy only has as much as it does piggy backing off gens 6 and 7.

>gen 2: Ice Path (Post 7th gym and main plot)
>gen 3: Shoal Cave (around 7th gym)
>gen 4: route 216/217 (between 6th and 7th gyms)
>gen 5: cold storage (between 4th and 5th badge) and Twist mountain (between 6th and 7th badges)
>gen 6: Frost cavern/Route 17 (between 6th and 7th badges)
>gen 7: Tapu Village, kinda (sixth trial), Mount lanakila (victory road). In USUM, Seaward Cave was turned into an ice habitat (before first Kahuna)
>gen 8: Route 8 North / Route 9 (between 6th and 7th gym)

desu conceptually ice pokemon never really worked for me. i mean, once you've gone the logical route of "an animal that lives in cold climates but make it a pokemon, or possibly an amalgam of 2 of those" ...where else is there to go? vague jrpg "ice spirit"?? bit's been done. as such pretty much every ice type of late has been a regional variant. and even crabominable i think the ice typing was an afterthought

keep in mind that gen 6 is the geneartion that throws the most pokemon in your direction with the most diversity, still only gives you amaura after a good selection of every other type, including dragon and ghost, is made available. Gen 6 gives you bagon and axew before an ice type.

Gen 8 has really early ice types but only during snowy weather conditions. the inexplicable removal of area based evolutions means you can get glaceon early as well.

Sorry, can't take Ice-types out of cold zones. They'd just melt and add to the Water-type bloat.
Shitty jokes aside I would've loved to see Swinub and Snorunt show up before Jubilife City in Sinnoh. Platinum has snow on the ground in Twinleaf, why they didn't stick any Ice-types in the general vicinity is beyond me.

Yeah, I'm doing a mono-Psychic run of Renegade Platinum right now. Definitely appreciated the early Smoochum, but putting Spheal in the grass at Lake Verity would've been a good idea too.
