Because the anime isn't canon and has never made sense. Case in point: NFEs are perfectly viable when they absolutely shouldn't be, they are often even capable of taking down their evolved forms.

The anime isn't the games, retard, that's what episode 9 was all about; that the "real" Pokemon world and "real" battles function completely differently from the games. You know, the kids at that school who played a battle simulator, but said battle simulator did a terrible job preparing them for actual battles as their battles with Ash and Misty showed.

It's a piece of official Pokemon media, so it is canon. Plus there's the fact the Game Freak and the anime studio work closely together so that things are consistent in both universes. Without Game Freak, the anime couldn't exist because the writers and animators would have no idea how to draw or animate Pokemon or how they fight.

Bisharp was essentially hax. It used Guillotine to OHKO both Hawlucha and Goodra. OHKO moves in general are ridiculously broken when taken out of the context of the game, which is why they're only ever used as plot devices to rush through a battle, just like other bullshit moves such as Attract or Psychic
