There's plenty of pokemon you're capable of catching without any waiting, about as many as a regular safari zone, all those dozens of extra pokemon that become available after loads of waiting are just there as a genuine surprise, a reward for people who bother to come back to the game for years to come.
The only reason people hate it so much is because they have bulbepedia where they can spoil their surprises and raise their expectations. Everyone throws a giant fit over not being able to get their beldum or their bagon RIGHTFUCKINGNOW, but if you didn't know you could get those pokemon in the safari zone to begin with there would be literally 0 issue. The safari zone fulfills it's purpose of offering previously late game rare pokemon much earlier, and all that extra shit is just that, extras, it's like the extra donut you get because the man at the donut shop was being nice, and yet now that people know they can get that stuff they complain that it isn't as conveniently available as the rest of it.
