I don't have the exact numbers on hand, but IIRC a light source must be exponentially stronger in order to penetrate increasing depths of water, which means that in order to be visible from waters five times deeper than what the sun can penetrate, Lanturn would need to be several orders of magnitude brighter. It would be so bright, in fact, that it would actually be shining out more energy than exists in the known universe, causing all of everything to collapse into a massive black hole.
Trying to estimate what Wishiwashi's shine would do is an exercise in madness.
Honestly it's best to just completely ignore the Pokedex for questions like this, because those descriptions actively rape the laws of physics.
