Togekiss got banned too, but you can pretend Whimsicott isn't a fairy type anyway because its typing doesn't matter, it could be ice bug for what it matters. Actually that would be a buff since that would make it immune to hail.
Not sure how relevant the typing is for Togekiss, it is a good typing, but the stats and moves matter move imo. Look at Amoongus, its typing is kinda crap but it's still an amazing VGC support pokémon to the point they had to introduce several nerfs to keep it in check.

this is because a lot of the really strong fairies have been rotated out due to dexit, such as the tapus. but they're going to be in the next DLC so i'm sure they'll terrorize the meta once more

If you got rid of their fairyness 2/4 tapu would be much the same, bulu would be improved and lele would be worse off. fairy type is good but its not overpowered.

tapu bulu's grass/fairy sounds good offensively for that extra stab coverage and neutral to to u-turn but having steel as an extra weakness and a 4x aversion to poison isn't necessarily worth the trade off. Rillaboom can stay in against a steel type, for bulu its a gamble.
