Dex entries mention curses, mystical powers, and some weird relation to ancient wizards. If Fairy = Mystical you could make an argument, also it is a yokai. But Fire/Psychic seems to be the best fit. Even the anime depicts Ninetales with telepathic and telekinetic powers. The reason it never got the secondary typing is probably a case of Gen 1 type distribution logic.
