Gamefreak wanting it to be the next big thing is less about wanting little town hero to succeed, it's them just not wanting to work on pokemon.
It's pretty clear from interviews, ex employee reviews, and the complete state of pokemon they really just don't care about working on it.
making a game is still making some kind of artistic medium, and people who make games don't just think money money money. hell even in some basic jobs people want to do what is more fun to them over anything else.
they're tired of pokemon and they know it wont end, them moving resources to little town hero is more them knowing pokemon will sell and they can put as little care into it as possible.
