Jasmine is not lazy; she is preoccupied and her heart is scattered across different directions. She has a moral obligation and a strong connection with her hometown's historical landmark, the Lighthouse. She does not want to battle you when an Ampharos (I presume it has to belong to her; if so, she has more of a reason then) to not battle you. She loves her Pokemon so much that she can't battle you until she knows for sure that it is better. Jasmine isn't lazy; she is open-minded and compassionate. She competes in Contests and travels around the world, even before it became a recurring thing for games.
Clair is prideful not only by nature (she was raised in a town of Dragon-type specialists, conditioned to believe that Dragons are the superior type; even Lance boasted about how Dragons are powerful), but she suffers from an inferiority complex by having her cousin be the Champion of her region. Clair wants to outdo Lance so much that she decided to use Kingdra, believing that Lance's choice for using flying-type dragons and draconian flying-types can be exploited to her favor. Clair as the last gym leader in her region believes that she is the strongest and most experienced one there, and the closest person to E4 status in the games. Clair does not accept that you beat her, believing that it had to be a fluke or luck; she is so arrogant that she wants to further test you to determine if you truly defeated her with merit and skill.
