I like Ho-oh, but it's pretty underwhelming as a Legendary.
Even at the time, it shares a type with an existing Legendary despite being the second fucking generation
And now with all the power-creep of Legendaries over the next few generations, Ho-oh would look more fitting as a final-stage starter evo than a legendary.
