You can tell they had issues with the plot. It's really just a mess. All you get is a couple of paintings depicting Galar's heroes, dog statues and nothing else until the very end when they introduce eternatus literally five minutes before you battle it.

And I still don't understand why you even infiltrate in Rose's tower to begin with. Like, Leon is literally only late for dinner and the game treats it as this extremely urgent thing. At no point you had any real motivation to go there. Really the whole plot seems like an afterthought, which I really wouldn't mind if the game wasn't so cutscene-heavy.

I know pokemon games don't really have the best plots in the world, but at the very least previous games more or less managed the basic thing of giving you a reason to do stuff. You meet team rocket doing criminal-ly stuff several times, team aqua/magma are quite soon depicted as extremists groups, team galatic is literally detonating bombs all over sinnoh, plasma is shady from the very beginning... honestly I don't remember much of gen 6 and 7, but neither of them seemed as bad as gen 8. There's just no reason to do anything you do in sword and shield

It's not quite as bad as you made it out to be, though it's still pretty dull. They foreshadow the dog heroes through several events throughout the game, along with mentioning the Darkest Day over and over, and even clue you in to that it's related to Dynamax. The real problem is that revealing Eternatus makes sense, but doesn't feel very good. It addresses both the Darkest Day and what Rose wanted the Wishing Stars for, it's just kind of dull that the answer is "a giant space monster that we have to take care of right now."

This feels kind of dumb, but your investment in it happening is basically Oleana's fault. It all makes sense when you enter her character into it, it just amounts to a wild goose chase.

She was sneaking around doing things like getting Bede in trouble for digging up Wishing Stars, so we had evidence before this part of the game that she was willing to do underhanded things to accomplish Rose's goals. So at the idea that you might interrupt his meeting with Leon, she goes out of her way to make it difficult for you to do so, which makes it seem like there's something going on that you should be concerned about. By complicating things, she gives the characters more reason to be worried than they really should have otherwise. And then when it doesn't work, she tries to capitalize on the opportunity that she inadvertently created. Deciding that Leon would stop being hyped for the title match if she demonstrated that you're not even good enough to beat her, she tries to take you on thinking that it will get the champion to go along with Rose's plan.

Oleana, Rose, maybe Leon, or even Piers; this game is basically just a comedy of errors in which adults try to make sure that things are taken care of and fuck up, requiring actual goddamned children (who are prodigies really) to bail them out.

Understand that Chairman Rose is entirely based on Ganondorf from the Zelda series, and that Eternatus is Calamity Ganon. You can't rationalize with this man. He is hellbent on being celebrated as exceptional, and he chose this time on purpose solely to become stronger and to expand his monopoly of nuclear power throughout the world. He didn't want to wait because HE was greedy. Rose wanted to be the savior and god of the region. He even had a full Steel-type team to counter Eternatus, which didn't work since Eternatus has Flamethrower. (Rose's obsession with progress and choosing to use Steel-type Pokemon, the neutral/gray-colored type in the morality spectrum in Pokemon is also proof that he is morally ambiguous.) Rose doesn't care about "the future of Galar"; he cares about HIS company's future and HIS prosperity. There is some aspect of Rose that truly wants to be a savior, but that complex is feeding into his ego and he is made out to be a destroyer instead. Rose does what Rose wants first. That's why he is the way he is. It's not bad writing. He was written exactly with this in mind. You should have realized that the moment Rose abandoned his company to frequent the region and sign autographs instead of doing his job; or left Bede alone and punished him for doing exactly as he was asked. Bede didn't do anything wrong in his eyes; he was trying to please and serve Rose, his father. Rose was exposed and his conspiracy to take over the region was nearly uncovered; he expelled Bede to save face. This was all entirely on him. Opal was wise and experienced enough to take Bede and raise him properly because she knew Rose was a harmful influence on him. Every rose has its thorns. Rose's choice of Pokemon are all brutal Steel-type Pokemon with long tusks, thorns, gears, claws, or spears. Destructive Steel-type Pokemon. That is his team's theme.

Because it's the first time a plot is blatantly incomplete with no hope of redemption from derivative works.
XY were barebones and have plenty of things left unanswered because of how contrived the plot was. The difference is that they at least gave a fraction of a shit to make it stand somewhat on its own and set things up for future games. The whole moral of Kalos is interconnectivity and how all the regions have a part in its story.
The Kalos plot can be picked up and finished at any time. It's evident in fucking Melmetal and even how Eternatus was sleeping until 3000 years ago. All of that can be pulled out of GameFreak's ass if they choose to and it will at least make some SENSE and provide a satisfying conclusion (which isn't saying much, any conclusion at all for Kalos would be fucking great so we can drop the cockteasing at this point)
Rose's plan can never be redeemed. You can't take back the random chase in Wyndon. You can't take back the awkward elevator scene with Digimon music playing in the background. You can't take back Oleana going bipolar for no reason, and you can't take back Rose's whole plan being expressed through a slideshow when literally EVERY FUCKING INTERACTION IN THESE GOD FORSAKEN GAMES insists on using dialogue sequences with long, cheap, drawn-out animations and transitions.
There needs to be SOME sense to the madness. Sword and Shield clearly aren't for children, but that's a good thing because not a single kid i've seen pick these games up made it to the ending anyway. If they did, they'd be confused at the absolute bullshittery that is SWSH's climax and wonder where the hell the bogdanoff twins came from when there's seemingly no high-class areas in Galar.
Pokemon has always been shit, but this shit makes even the godawful likes of Kalos seem good. That's how far we've fallen. Children need to be the target audience again.

Rose's talk with Leon was a "slideshow" simply because they wanted to have that shot of the city beneath them but naturally couldn't make a 3D model of an entire city from that angle for that single scene and that's not mentioning that-Oh nevermind you're the "not for kids" autist again, still melting down at the videogames. An ebb/wane period of strength even fits it thematically, since a lot of people mention the ribcage looking like nuclear rods. Galar could've been very good story wise if they'd just spent greater time fleshing out the plot a bit more.

There are so many callbacks to TLOZ, and Game Freak have taken a look at Breath of the Wild specifically as part of their research into these games, that Rose was designed from the start to be the "Ganondorf" of the games. The story itself is a bizarro OOT that becomes more nonsensical and red-flaggy the more you play in; the graphics are intentionally made bad as a hint that something is off. Rose is a dark-skinned man who is respected throughout the region despite his sinister and shady undertones and obsession with power and fame. He wants to be a "savior," but he is intentionally causing nuclear fallout and doing so during an important match despite the fact that this can be done under more optimal circumstances. Rose's signature Pokemon is Copperajah, a Pokemon brought over from another region a long time ago (not even native to Galar, so they aren't "Galarian Copperajah" if they ever get a new form), and are used mainly for labor, with their trunks being backhoes and tractors. Gigantamax Copperjah is entirely used for demolition. This is the Pokemon used by the "savior" of the game: a Pokemon that was trained and forced to destroy large buildings and structures. Since Zacian and Zamazenta are loosely based off of Wolf Link, the Slumbering Weald is based on the resting place of the Master Sword, the Rusted Sword/Shield are based on the Master Sword/Hylian Shield, Eternatus is Calamity Ganon, the Wild Area is based on the Breath of the Wild overworld, and camping/curry exist because of that, it makes sense that Ganondorf was used as the inspiration for Chairman Rose.
