Inteleon is the one that seems the most likely the one Sakurai would pick.

They are all fighters. Lucario quite literally fighting. Greninja is a Ninja with shurikens. Incineroar is a wrestler with a wrestler flair and special move.
And Inteleon is a secret agent, that shoots and has a sniping Gmax.
Inteleon also

there isnt much Gunner characters. Mostly brawlers, and swordfighters. How novel would it be, that the next pokemon rep, is a Gunner?
And lastly, the flair. Smashplayers who never played gen 6 or 7 loved incineroar's cocky attitude, and Greninja's cool badass ninja grace.
Inteleon has an excellent smug agent look. He is sophisticated and posh, even while fighting and flying, whilst looking like he means business.
Inteleon would be greatly entertaining as a fighter, and a character. I imagine him having an scene with snake, also being a spy or special agent operative.
