Look at Klang's moveset:
Thunder Shock/Charge/Charge Beam/Discharge/Zap Cannon/Thunder Wave/Thunderbolt/Wild Charge/Rising Voltage - Klang produces electricity by moving its two gears together; it has either a positive charge (Plus), a negative charge (Minus), or a neutral charge (Clear Body). This Pokemon is not Electric-type since their ability to generate electricity is not an inherent characteristic for them; they only do so as a side effect of their movement of the gears. Electricity is a byproduct of this Pokemon being alive, not a characteristic of it. If all Pokemon have stomach acid for instance, then they should be part Poison-type. But they're not. That's the logic here with Klang.

You get the picture now. Everything this Pokemon has is for thematic or logical reasons only. Even Power Gem is just Klang producing a beam of light through generating electricity that looks like gemstones, but it is not an actual rock or stone. Sandstorm is because Klang may have sand stuck inside their gears, and their rotation may generate a sandstorm.
