There were a few big factors that played into why USUM are worse than SM.
The first one is that is the marketing. The games were marketed to have "ultra changes" to them when in reality: more postgame was added, the story was slightly changed to cram in Necrozma, and just a few new Pokemon were added. Nothing really warranted the "ultra changes" part.
Speaking of the story, they barely changed it to just cram Necrozma in it. Lusamine is still evil, even though she has no reason to be and when Necrozma throws her and Guzma out of the wormhole near the climax, she acts like she is a good person all along. It is confusing and shows signs of it being rushed. The Rainbow Rocket portion was fine and it was a highlight story wise.
Content wise, it plays the same beats as SM to nearly a T. 90% of the main game is identical to the one in SM. It does not justify for replaying the same game, just for a little bit of changes. The same can be said for Platinum, but times are different than they were in 2008. They could have made the Ultra games as $20 dlc and people would have loved it. Instead, they not only sold basically the same games again, they made it two versions as opposed to one. People bring up BW2 for doing something similar, but those games are sequels. Enhanced versions are different than sequels. Also, if someone played SM first today, they have no reason to play the Ultra games, unless they really want those few added Ultra Beasts
