As far as I recall there aren't that many Water-type trainers, and Rock/Ground opposition is a bit limited too. Bulbasaur is godlike in gen 1 as it has access to Leech Seed which alone destroys the CPU trainers, plus guaranteed crit Razor Leaf is a disgustingly strong move, along with Sleep Powder. What do Grass types in gen 2 get? Offensive moves not nearly as strong, and the starter only really learns Poisonpowder + Reflect/Light Screen for utility. (At least the latter are a decent niche for Meganium if you chose to have it in your team.) There's definitely a case to be made for stuff like Weepinbell/Gloom/Bellossom/Jumpluff being as good, but again, why pick up a Grass type in the first place?
