I feel like it´s some sort of "vision" someone would have in a dream about Arceus, they just see him as a shape that you want to try and comprehend, almost as if he was covered up by some mysterious fog, a "form" so to speak that he takes when he manifests into the mortal realm. As if the designers had a rough idea about Arceus and slowly they carved him out of that shape.
