I get that there aren't a lot of Ice types native to the region, but Hoenn still has mountains and a cold sea cavern.

in the episode where she got this with the sandshrew and sandslash I thought for sure they were gonna get her one of those too and take that route and I wanted it SO bad that I did a mono ice run of usum

Well Glacia explicitly says she came to Hoenn from "far away" to train her ice types
Besides that I cant recall any trainer using the Snorunt or Spheal line
