It happens all of the damn time in the anime. Characters release old Pokemon that overstay their welcome so they can accustom themselves to new ones. Misty released Togetic because at the time, Togetic was already fully evolved, and as a Water-type specialist, the anime wanted to experiment with Azurill for a while. Hence why Azurill did everything Togepi did but was more active and can actually evolve into a Water-type.
