>>44817133The Pokemon that Game Freak intends on being exceptionally rare but still capable of breeding have this gender ratio: Starters, Eevee line, fossil Pokemon (up until Gen 8), Snorlax, Togepi line, Relicanth, Combee line, Riolu line, Pansage line, Pansear line, Panpour line, Zorua line, Salandit line, and Kubfu line.
Starters - To justify why they are very rare and unobtainable in the wild in the games, as well as to discourage people from breeding them out.
Elemental monkeys - Same reason; they are considered to be "pseudo-starter" Pokemon and they cover your starter's weakness
Fossils + Relicanth - To discourage breeding them down since they are unnatural Pokemon; these ancient Pokemon couldn't survive to the next era since they had a very unfavorable gender ratio for breeding
Togepi/Riolu - Baby Pokemon that were marketable in movies or anime given out as gift eggs and have an evolution tied to friendship. To discourage breeding them, with Riolu and Togepi unable to breed.
Combee/Salandit - Only the females can evolve, so by design there are more males than females.
Snorlax - Exceptionally rare and that there were only 2 wild Snorlax in Gen 1, and 1 wild Snorlax in Gen 2
Zorua/Zoroark - Previously exclusive to a movie event despite being non-Legendary
Kubfu/Urshifu - Legendary Pokemon that cannot breed anyway but to legitimize the fact that they do have defined genders, are given a gender anyway. (They may be able to breed in the wild, but not in captivity.)
