Ita sensible list. Other than the first 10 all of them are pokemon that can only be obtained through special means. Ditto is a rare gimmickmon so he makes sense as well. The Ogre and Bug duos also seem intentional, since they're also supposed to be somewhat rare.

Krabby and Psyfuck are probably oversights. Golem was an odd one, but the only place he would have really worked was with Bruno or Giovanni.

My guess for Poliwrath and Clefable is that they were excluded due to being mascot characters. Both evolve via stone, and were probably supposed to be rare and special. Pikachu evolves similarly, but Raichu got added to a gym.

Most of the Gen 1 no-NPC Pokemon aren't elusive at all, they're either evos of something common, a Legendary, or an easily found gift.

I don't think they'd give a trainer Ditto and obviously not for the Legendaries. I know they gave a scientist in GSC a Ditto but there are usually problems that come up when using Ditto. Also I'm just playing the levels off by ear, I don't remember the specific levels of the Routes so adjust with accordance to other trainers.

I love these, but honestly Snorlax, the Eevolutions, Porygon and the fossils don't need a trainer, since you can get the empty dex entry from NPCs.

That's one of the reasons the gen 1 safari zone is amazing and the only good one, most of the iconic pokemon from there were made specifically to be rare, powerful and based on safari animals. In every other gen they exist only for national dex completion at best.

Excluding battle tower in GSC you won't see on NPCs the first two stages of the starter neither you or Silver picked, any baby Pokémon, Togetic, Sudowoodo, Sunflora, Misdreavus, Unown, Wobbuffet, Scizor, Shuckle, Skarmory, Porygon 2, Smeargle, Blissey and the legendaries/mythical.
