you can’t trade non kanto pokemon into a FRLG savefile that doesn’t have the national dex yet i’m pretty sure. The same is true for RSE but with hoenn pokemon

It would evolve in RSE but if you haven't gotten the national dex in FRLG you won't be able to trade back.
Alternatively if you trade it to another game, attach the King's Rock there, and trade it back to your FRLG, it won't evolve without the National Dex there either.

You can't stop trade evolutions, it just evolves no matter what you do.

It'll stop the evolution. Non-Kanto evolutions are literally disabled in FRLG and will start to evolve, before being interrupted and then just stopping.
