This is a Cormorant, which is what Cramorant is based off of. The reason that they stand with their wings out like that is because they don’t produce the oils that other diving birds do that keep their feathers waterproof, so they have to sunbathe their wings in order for them to dry. In Japanese culture, fishermen would use them for fishing. They’d put a string around their necks that wouldn’t allow them to swallow larger fish, let them dive for fish, and then took the big fish from them when they emerged.
