Whenever they need to battle, a Pelipper flies by and spits up a gachapon machine containing Pokemon owned (stolen) by Team Rocket, and thus every battle they do involves them using random Pokemon.
It doesn't really seem like they'll have a regular team this time around but they DID catch a Chewtle and even got it from the gochapon once
