anyone around with a hacked 3ds/switch or a spare of this guy that is willing to give one away?

I have been working on a national living dex since X and Y pretty much, and this guy is the first gaping hole on it. i'm only missing him, marshadow, the bear from the shsw dlc that i havent bought yet and also the little metal dude from pokemon Go.

The event for the guy never came to my country, actually did it ever even leave the US/japan?
