Too OP typewise for a starter in Gen I. It's why Gyarados (an Eastern dragon influenced design) is Water/Flying in an effort to not make an already easy game trivial.

Dragon resists all 3 starter types. Charizard being a dragon type would break the rock, paper, scissors dynamic.

Dragon was originally supposed to be a rare type and even though you couldn't get more starters, the implication was that they weren't supposed to be anything special. Tons of NPC trainers carry the evolutionary lines of Bulbasaur, Charmander and Squirtle in Red/Blue.

They should've made Gyarados Water/Dragon, but made Magikarp evolve at a much higher level and never made Gyarados available in the wild.
Let kids actually have an overpowered reward for their patience.

Dragon is the raw, savage, arcane energy type.
Charizard can't be raw and savage because it's a domesticated pet meant to be given to children.
Charizard is as much a dragon as a poodle is a wolf. Maybe there's some dragon in there, but it's watered (or in this case, fired) down.

Can't break the rock-paper-scissors starter triangle.
If Charizard was Fire/Dragon, it wouldn't be weak to Water. And for people that suggest Blastoise be Water/Steel, it wouldn't be weak to Grass or Poison.
Changing type with Megas are fine, though.

There's only one line of dragons in Gen 1, because the type was basically supposed to be the "boss" type. Super rare, barely exists, and really strong.

It's like in Dragon Quest Monsters games, where there are ??? monsters that you technically can get, but they're literally based on bosses from the franchise, and they tend to have pretty wild stats.
