So not only you need to judge them in terms of how good they are in general, but also in term of why would you run that legendary instead of another.
This is kinda the same problem with megas, in which you'd have to have a very damn good reason to run a particular mega instead of the top tier stuff like Mega Kang and Mence.
Because of this I think Zacian and Lunala wipe the floor against everything else, the would be the go to legendaries that would be in most teams.
The lack of Z-Moves seriously hurts Necrozma forms, since the only reason to use them instead of Lunala is accessing Ultra Necrozma.
Every mythical legendary besides Melmetal is a little too balanced to be worth using in a restricted format, in fact I think they would easily be allowed in the current format without overcentralizing the meta.
Melmetal and everything else I didn't mention falls into a middle ground that's good but needs a really good reason to be used instead of Zacian and Lunala.
