It does look different, but I attributed that to it being aquatic rather than done by another person. I think it's because they have the same eyes and faces.
For the other eeveelutions, I assumed any differences were because it was a different gen.
Espeon and Umbreon look way different, but they both have that sleekness that makes them look like they belong together.
Glaceon and Leafeon barely have anything in common, but still fit as a duo. I really think it's in the eyes.
Really, I think Nishida did a good job of making them all look cohesive while also representing the time they were made. Move any of the Eeveelutions to a different gen and they'd look out of place among the other Eeveelutions, but when all together as a group, none of them look out of place
except Sylveon.
