Of course they wouldn't acknowledge a character created purely for the manga in the games. At least, one that doesn't have a direct game equivalent anyways.

All of Pokémon is just as canon as anything else. Game is canon. Anime is canon. Manga is canon. Fucking Pokémon Conquest is canon. Their canons just don't obviously overlap.

Only some of the games are canon.

Canon: Red, Green, Blue
Somewhat canon (if your interpretation of canon allows for input from Masuda, anime staff and other irrelevant people): Yellow, Gold, Silver
Absolute fanfic tier (regardless of the interpretation): Crystal, Gen 3 and higher, any other Pokemon medium not mentioned here
