That's correct. Dragon was designed as a powerful type and early/mid game Dragons would have trivialised the game. Notice as soon as they balanced out Dragon type, they started to give Dragon typing out more freely to pokémon.

even if they failed, early in Pokemon it was clear they never wanted "balance" and certain types were explicitly said to be superior, like Dragon/Psychic/Ghost (on the other end we had Bug/Rock/Flying)

Applin's line is the wyrm that forms a symbiotic relation with the apple, not the apple itself.

Alolan Exeggutor's typing is likely because of its Psychic typing weakening out for its abundant life energy which Dragon-typing is said to embody.
