it was intended to serve the final boss role (ghetsis). You were never supposed to get it in game, just like you can't play as the final boss

It made sense in the Unova games because they had significant amounts of post-game content. Their evo levels remaining so high in the games after that though is just Gamefreak being shit as always

I always wanted all the Pokemon to evolve in very late levels like this. Getting a big dragon with wings and shit at level 36 doesn't sound right to me.
I'd have all 3rd stage evolutions starting at level 65 minimum.
