Base 100 was a key speed in gen 4 (Jirachi, Celebii, Flygon, Salamence, Zapdos, Shaymin, Tentacruel, and Staraptor), meaning being able to not just outspeed them, but outspeed them at +1 if you run scarf meant you could basically always revenge KO them and stop their sweep. This meant that as long as your enemy's Garchomp was up, you couldn't sweep. Furthermore, Garchomp is strong enough and bulky enough that you can't really reliably one shot it; especially if it runs Yache Berry. This meant that it will go first, take >50% of your health away, you attack it, it lives with a sliver of health, then next turn it KOs you. It was just too min/maxed for the metagame at the time. The fact that in Gen 6 and 7 people were running Garchomp alongside and against the Megas and Tapus shows just how good it was and still is.
