Besides, what would make you think he has poor Sp. Def? His defenses are likely pretty damn high, having survived* the bomb Netero sent out and all. All of his physical attributes are also on a level Mewtwo came possibly match, so he'd need to rely on mental trickery somehow.
*Technically he only survived because the Royal guards helped to save and heal him, but he still also wasn't immediately and completely disintegrated by the nuke, which shows a certain level of durability.
