They only approve something if the reception is overwhelmingly positive. A good art director isn't just going to approve something that everyone in the company hates just because they like it, and through impressions we can easily assume that Turner isn't some power-hungry asshat. It's a collaborative effort, so the blame goes to Gamefreak/TPC as a whole for any designs you don't like.
I hate Gen 8 too, but stop using Turner as a scapegoat.
