Cinderace can win a 1v1 against Urshifu (assuming High Jump Kick hits), but can't switch in.
Clefable is more of a utility-based cancer, rather than an offensive or defensive one. Plenty of things can beat it, but that doesn't change the fact that you're shooting yourself in the foot if you don't use Clef.
