Victreebel was better in Gen 1 and retained a niche in later Generations as it got Weather Ball before Venusaur which could help score some critical kills ( This isn't relevant in Gen 8 anymore )
Also worth noting that Bellsprout & Weepinbell are much better than Bulbasaur & Venusaur. They're both great sun sweepers in LC/Low Tiers where Victreebel is banned

Lilligant is strictly a supportive mon

That's why her offensive movepool is so bad
At least give her Dazzling Gleam, Weather Ball and Nature Power/Terrain Pulse

All she got this gen is Pollen Puff, not enough to compensate from the loss of HP [Fire]
