People need to stop judging Gen 2's new Pokemon as its own roster, these guys are supposed to support and add to the original 151. Not all Pokemon were made to be strong.
Besides, the only generations new offerings that can stand on their own are Gens 1, 3, & 5.

Most of Johtomons are just made for the purpose of paving the way for next gen cross-evos. Such a shame since as a stand-alone dex, Johtomons are very underwelming compared to Kantomons. Even the Johto starters, aside from Feraligatr, are a downgrade from their predecessors. The fact that they're distributed poorly in their own debut gen just makes them all around forgettable.

The point of regular Pokémon is to create creatures that fit into natural environments. Not every animal is super strong or cool looking. There are weak animals and ones that don't have much purpose, hence why there are Pokémon that don't evolve and ones that aren't super powerful. Not everything is meant to be competitively viable, some are just meant to flesh out the world.
